Lifters can be serviced by dis-assembly and cleaning. If there is no excess lash/noise there is no problem with them.

The supplement requires that the diagnostic connector be shorted to ground during idle adjustment to clamp(disable) the ISC VSV. I will check if it clamps it open or closed just to understand it better. I’m banking on closed.

Blue smoke is oil, maybe you have worn valve stem seals or a seal leaking in the turbo. Fuel can also make blue smoke.
